Social housing means a kind of government social security function in lodging field, this function offers simple residence and allowance for non-agricultural registered permanent residence with lowermost income and other guarantee-needed exceptive families. The social housing system has won great success since its commence. Up to the end of 2003, there have been 35 big or secondary cities which have established relatively consummate social housing systems. But actually, the development trend of social housing has great disparity with inhabitants' expectation and long-range objective, the system still has some flaws in operation. Compared with many families which urgently need social housing, the lack of financing of social housing is a bottleneck of its development.Nowadays, the marketing economy system is not consummated in China, capital market is not strong, the national finance faces embarrassment, and the accumulationfund system increment is prevalently small and unstable, local finance is limited, so the government sometimes can not provide sufficient fund for the allowance and construction of social housing, many cities are unable to do what they hope to do. So, this article starts from the financing actuality of domestic social housing and experience of public lodging system abroad, adequately indicates the obstacles and flaws of various kinds of actual finance modes Contra posing the lack of financing way for social housing, this article puts forward that only improve the existed financing way is not enough, we should moderately adopt market financing way with some control and supervise. Author analyze some scholar propose theories that expand the scale of the housing public accumulation fund, impose house ensure tax two all sorts of financing way and collect a large number of foundation of datum, introduce PFI mode , explained in detail PFI mode is in the honest application that rented house in construction of cities and towns of our country, separately points out the actuality, theoretic and feasibility, designs the framework and operation mode, and brings forward corresponding policy advice.
