With promoting the housing marketization across the country instead of the welfare housing distribution, the price of housing keeps increasing, the government has also made the corresponding regulation, but the price is "more stressed the more up". In this context, the state launched Public-Rent -House for those who are excluded from the existing housing security system (including low-income, university graduates, migrant workers, etc.). However, in the process of promoting this policy, the unbalance phenomenon between supply and demand appears in many cities, such as "heat set does not sell like hot cakes" and "Best Game No One Played". How to solve the problem that unbalance phenomenon between supply and demand becomes a common concern from all walks of life in the process of the public housing supply.To toward public rental housing demand as the focus, this paper adopts literature survey, comparison method, the overall analysis and regional analysis, to study the current public rental housing supply situation and existing problems of our country, to put forward some suggestions of the construction of the public housing supply system on the basis of clarification the necessity of public housing supply mechanism that is built demand oriented.Through the analysis of the supply-demand contradiction and causes of public-Rent-House in our country, the author thinks that the existing contradiction between supply and demand is mainly caused by the following aspects:the subject status of the demanders is not reflected, the site is not scientific, not rational, and underfunded, etc. These factors are seriously affecting the effects of the operation of the public housing supply mechanism. For this, this article attempts, from the aspects of construction plan, housing design, pricing mechanism, optimizing modalities of financing, normalizing supply Management, to explore ways and means of building the "demand-driven" of public rental housing supply.
