Government Low Cost Housing Supply Research

Low-rent house system is a serial behavior rules system provided by the government to offer low-rent houses for the low-income families, which integrates housing system and social security system in many countries.Low-rent house insurance level has significant meaning to present the residence and social civilization of a country, as well as to preserve political,economic and social stability. Low-rent house system in China is in the early stage, and there are still many theories and practical problems needed to be studied.This paper probes into target location, housing resources, financing mechanisms, as well as supervision systems.The study of the low-rent housing offering system includes its background and its significance, major policies, procedures and evaluation of results, etc.This paper extracts worthy experience from the public housing system of USA, Japan, Singapore and Hongkong, which finally helps to confirm the developing direction of low-rent housing supply system in China, probing into the issue of the influence of the low-rent resource problem on the governmental low-rent houses, public-private joint low-rent houses planning demolition houses, economic houses, empty commercial residential buildings and abandoned and unfinished building.Also, this paper includes discussion from legal formulation of regulation, low rental financing channels, low rental supply of credit system and supervision system. The author thinks that China's low-rent house insurance rate is too low is far from achieving the expected effect of the policy, the funding and financing bottlenecks and houses for some,but it is essentially for Low-rent house or on narrow of understanding.The general rule of the housing consumption shows that rental housing is a necessary step before reasonable consumption rather than homeownership.Before that the economic housing becomes the majority of China's housing supply while the price of commercial residential building rising too rapidly to be bored by the major community, the government should support the medium and low income levels of renting housing, and the Low-rent house concept should be encouraged and developed for a broader low-rent house system.
