| The human society is coming to the knowledge-economic edge in the twenty-first century, at the same time the economic globalization has provided pre-conditions for manpower transfer through regions and changed the essence of regional competitiveness. Manpower capital is becoming the most important essence of regional economy instead of natural capital. For this, the most important goal is to give research on the impact of human capital transfer through regions on sustaining regional competitiveness under the background of economy globalization. It raises a new evaluating model for regional sustainable competitiveness in the latter part of this chapter with the help of the famous evaluating model for regional sustainable competitiveness of IMD and national competitiveness of Porter.Chapter three examines the manipulative mechanisms on the manpower capital transfer and regional sustainable competitiveness under globalization.
