Since China's reform and opening up,market economy has been developed greatly during the last three years.Meanwhile,the globalization and integration of community economic brings fierce competition among enterprises in the fields,such as resources,market.Ostensibly,the enterprises are competing for market share and growth space,however they are competing for social resources actually,especially human resources.The state-owned construction enterprises,which is an important component of market economy,have also been developed rapidly,but the leaders who are bound and influenced for a long time remain the traditional stage to manage the enterprises extensively and ignore that human resource plays an important role in strategic development.That this management model is adopted not only restricts the effective development and utilization of human resources,but also lead to waste of resources,and limit their own development.China Railway XX Engineering Co.,Ltd.,which is one of the world's top 500 enterprises China Railway Construction subsidiary,mainly engaged in the large production of state construction work.Facing the dual competition in domestic and international market,they have been particularly concerned about the production more than management,especially ignoring human resource management,which restrict the long-term development of enterprise.To solve this problem,the main body of the paper consists of six parts.The first part describes research background,the goal and the significance,discusses the research situation in China and abroad by contrast,and introduces research contents,methods.The second part describes the relevant theories on human resource management,which provide theoretical support for the paper.In the third part of the paper,many research methods are adopted,such as graphology and investigation.They are used to give an overview of XX Engineering Co.,Ltd.,especially in actuality and characteristic of human resource.Meanwhile it points out four deeper problems,including staff structural tommyrot,brain drain,lack of salary incentive and inadequate of training.The fourth part analyses the existing problems and discusses them in detail from the following four aspects.In the fifth part of the paper,the proposal and ideas on solving these problems are put forward,which provides guidance and advice to improve the human resource management situation of XX Engineering Co.,Ltd.The sixth partsummarizes the research content and points out the shortcomings of the paper.
