By making use of some scientific strategy research theory and method on the basis of full study and analysis on civil project exterior environment conditions and interior resources capability, it is specified on how to carry out concrete method and measures for enterprise overall strategy and sub-strategy from aspects of project business orientation, development direction and target, development strategy and method and execution method and measures.
