| In March 12,2015,the civil-military integration development was mentioned as a national strategy in the third session of The Twelfth National People's Congress.There was a new issued document,named "On The Integration Of Economic Construction And National Defense Development Plan Of The13 th Five-Year",and it mentioned that it is important that building the national civil-military integration comprehensive public service platform is a major demonstration project.The civil-military integration development as a national strategy,is a major decision of the Party Central Committee,which in view of the overall national security and development strategy,to make the rich and strong army.And it is the only way which must be passed in order to achieve the unity of the process of building a well-off society.Only having the strategic deployment of the national level,and the planning and tactical level of organization and Implementation on the campaign level,can we achieve the strategic purpose.At present,there are many factors that restrict the development of military and civilian integration in China,of which there are both the influence of systems and mechanism,but also the specific operational level.In particular,the integration of military and civilian integration of Chinese enterprises to participate in the defense industry is more prominent,and it is the real problem that needs to solved by the current theoretical circles and the government,state-owned military enterprises,and private enterprises.In order to find an effective way to crack the private enterprises to participate in the defense industry,first of all,the domestic and foreign civil military integration of the history of the research and analysis of domestic and foreign,military and civilian integration method of origin and comparison.Secondly,this paper conducted a study of private enterprises in Shaanxi province civil military integration in the army,in ways and means of national defense industry has carried on the analysis to the Xi'an,Baoji,Shaanxi and other private enterprises,from the initial conversion,to enter the people,people can have different export enterprises to explore,improve their technology and the product standard,achieve the purpose of the field into the defence industry.Finally,the development of weapons base are analyzed,and the weapon as the base of military enterprises and local government cooperation and integration of professional park,has a unique advantage,the military enterprise itself and the army has established good cooperative relations,through the integration of military and civilian professional park industrial agglomeration and technology integration,especially security military and civilian integration of professional park,can set up private enterprises to participate in the field of national defense channel.Private enterprises through technology benchmarking,participation in the development of core equipment,production or supporting,and gradually complete the penetration from the civilian field to the defense and military fields.By the end,I have the view to build a national comprehensive public service platform for the integration of military and civilian dual-use technology with comparative study above project planning of the weapon base and the imagining of industrial restructuring,and cooperating with the army,and the local government and the traditional military enterprise deeply.I have the view to plan and design a fusion with the demonstration park,through the integration of resources,and enterprises of mixed ownership system reform and building a two-way channel.It is the key issue of civil military integration in China effectively to solve the plight of the army is to project planning,project layout and project construction. |
