Project Schedule Management Researc Of Enterprises With High Degree Of Civil-Military Integration Of JZ

The knowledge, methods and tools of project management and project schedule management have been widely applied in the scientific research project management of numerous enterprises. Since the strategy of civil-military integration has become a national strategy, civil-military integration industries and enterprises will take full advantage of this opportunity, obtain the strong support from the nation and then develop rapidly. In order to conform to the development of scientific research project management in the enterprises with high degree of civil-military integration, the author takes Air Traffic Control Company, which is a subsidiary of JZ Group, as the study object and mainly studies the research project schedule management of enterprises with high degree of civil-military integration in this paper.By studying the knowledge system, basic knowledge, development of project management, the knowledge, process, tools of project schedule management, and the regulations on military research project management, avionics research project management, airborne airworthiness product research project management and certified ground product research project management, the cognition and understanding of modern project management knowledge and project management regulations in enterprises with high degree of civil-military integration is enhanced efficiently.By studying Air Traffic Company’s quality management system, scientific research management organizational system, research project management system, overall circumstances and composition of research projects, number and user group distribution of research projects, research project types, executive system distribution of research projects, fund and human resource input of research projects, general standards for scientific research project management, and special standards for military/civil aviation products, airborne civil aviation airworthiness products and certified civil aviation ground products, the author analyses and concludes that the enterprises with high degree of civil-military integration have such typical features as high degree of civil-military integration, coexistence of multiple quality management systems and coexistence of various types of projects, and that there exist such difficulties and problems as more complex management, more conflicts among different works and more communication and coordination in every link of research project schedule management; finally, the author think that the fine, programmed, standardized and normalized methods must be applied.Through the study, the author summarizes the plan formulating basis, plan categories and composition, plan formulating steps of research project schedule in civil-military integration enterprises and the methods of schedule control, scope control, quality control and cost control for research projects, and presents some cases of research project classification, determination principles of research project execution system, standard management flow chart, standard work breakdown structure(WBS) template, standard output template of process nodes, which provides a set of efficient methods and standard templates for similar high-tech enterprises, military enterprises, aviation parts manufacturing enterprises and civil-military integration enterprises to conduct scientific research project schedule management, scientific research management system construction and optimization, and forms a set of methods and cases suitable for similar enterprises with high degree of civil-military integration to conduct scientific research project schedule management.Through the study, the author thinks that the scientific research project schedule management in enterprises with high degree of civil-military integration is a long-term process which needs to be continuously fined, programmed, standardized and normalized. Furthermore, this should be an improvement of the whole scientific research system construction, but not only limited to the research project schedule management. Based on this consideration, the author put forward the follow-up study subjects such as re-innovation of organizational system of scientific research management, further fusion of research management regulation system, further programmed and standardized of research management, and construction of integrated research management information system.
