The Study On Construction Rural Public Service System

This paper, under the guidelines of Marxist States theory, with the public administration as the theoretical basis, taking the rural public service supplying system as the motif, systematically analyzed the present situation and the main issues of our country's rural public service system, and tried to put forward the orientation of value, the principle on route selection and the detailed strategy.It is considered in this paper that providing public service is one of the basic functions of the state and the government. As a major part of the public service, rural public service is non-exclusive and non-competitive social service for meeting the public demands in the rural areas, which includes the research on agricultural development strategy, the construction of rural infrastructure, the development planning and information system of agriculture and countryside, education, public health and social security system of rural areas, etc.. Rural public service should be mainly provided by the state and the government that can demonstrate the administration of the country. However, in the past long period of time, our country has been implementing the binary public service providing system in urban and rural areas, which result in the seriously insufficient supply of rural public service and products, limited the development of rural production and caused the shortcomings for the rural residents to exercise their political rights. To establish relatively complete rural public service system is one of the major missions of the governments at all levels.In the opinion of this paper, it should start with the policy making and political system in order to set up the public service system coordinately developed in the urban and rural areas, bring the profit of public finance to the countryside, share with the rural residents the fruits of reform and development and lead the rural economic and social development into a new stage. The main topics of this paper are: how to set up rural public service system, which mode should be adopted, and what kind of policies and measures should be taken.This paper analyzed the internal links among the origin of the state, the appearance of government and the public service system based on the theories of politics and economics. This paper analyzed the theoretical basis of the government as the main body for providing the public service, its way of providing service, the selection principle of providing public service and the issue of multiplicated main body in providing service.On the basis of analyse and research, this paper answered the questions of the orientation of values for constructing the rural public service system and the measure selection principle, put forward the measures and suggestions for set up complete rural public service system, which means to promote the government reform, accelerate the function transition and innovation of administration, and establish the complete public service system.
