In The Process Of China's Urban And Rural Study On The Defects And Countermeasures Of Rural Public Service System

In the process of industrialization and urbanization, China's long-standing urban-rural dual partition system, made the supply of many public services is heavily tilted towards city, urban-rural gap is gradually enlarging, "Agriculture, rural areas and farmers," as a constraint to economic restructuring and the large crux of changing development pattern. The reform of the integration of urban and rural areas has been carried out, and we expect the reform to break the stubborn disease, to promote the integration of urban and rural economic development. However, the supply system of public services is the major problems of the process. Because there are still so many shortcomings exist in the supply of China's current system of public service, the ineffective supply of public services had seriously impede the process of the integration of urban and rural areas, and the realization of the supply system of public service, so that the reform is urgently needed. Finding the flaws of the supply system of public service, analyzing the institutional reasons, exploring the regular rules, and confirming the innovation objectives and implementation approaches of China's supply system of public service according to the regular rules, providing theoretical bases and measures to perfect and innovate rural public service system which can be adapted to the requirements of China's market economy development, and speeding up to promote the process of the integration of urban and rural areas.In the paper, literature research methods, comparative analysis methods and a combination of normative and empirical analysis are used. First, literature review of national policies, newspapers and documents are retrieved, a variety of online databases and statistical agencies, authoritative information and data are collected, China's public service status of the supply system for the study to be reviewed. At the base of these information and the limitations of predecessor's research, the paper started. Second, the paper's topic of "The urban and rural areas in the process of the supply of public services system" is a realistic and innovative topics, closely linked national policy, as a theoretical study, a lot of statistical data and examples used to analyze the existing problems, to find China's rural public service supply system of effective countermeasures in the process of the integration of urban and rural areas.On the basis of studying the comprehensive overview of China's Public Service Research Supply System, this paper described the forming process and characteristics of this system in the process of integrating the urban and rural areas, which utilized the theories as well as methods such as political economics, new public management theory, new public service theory, the gradient transfer theory and other related disciplines, and it also analyzed the problems caused by this system and its reason. At the same time, this paper designed one kind of public service-oriented mechanism, and unified household registration system, financial and taxation system as well as social security system integrating the urban and rural areas, in reference to the useful experiences of public services in rural areas in developed countries. By synthesizing these aspects, researches are made thoroughly and several effective methods were gained related to the public service system in the process of urban-rural integration.
