Our Country's City Land Reserve System And Its Movement Pattern Research

The land reserve system production is the inevitable result of the progress of our country's land use system reform, which is known as the second revolution of our country's city land system reform. In our country many cities have established the land reserve system, which has profound meaning for standardizing land market, the increasing of financial revenue, strengthening the city program, enhancing the city's competitive ability, promoting urban economy development. The integrated establishment of land reserve system has become the governments' the main means to regulate the land market, to enhances the land comprehensive utilization efficiency and to guarantee the state-owned land property's value and increment. This article research is for the purpose of analyzing the existent question in our country land reserve system, puts forward the corresponding countermeasure and suggestion, promotes the land reserve system unceasing consummated. This article is demonstrated through the research background of our country land reserve system, the fundamental rationale, the necessity and the achievements, the operation pattern, the existing questions and the solutions to these questions. First, the theoretical analysis is carried out by synthesizing the land rent theory, the land supply and demand theory, the market malfunctions theory, the government economic theory etc, in order to find out their respective instructional significance to our country's city land reserve system. Second, the necessity of the establishment land reserve system is elaborated and then with achievement attained from the establishment of the land reserve system. Through to the analysis the current implementation of land reserve system in cities, the author believed that, the government-leading pattern conforms to our country national condition better, should become the leading pattern of our country's city land reserve system. Finally, the author illustrates our county's existing problems in implementing the land reserve system, mainly including the lag of land reserve legislation, imperfect fund raising system, the operation mechanism which needs improvement, the lack of coordination between the government function departments, etc; meanwhile the author proposes basic tentative plan of the consummation land reserve fund operation system.
