The system of urban land-reserve in China has experienced the historical changes from paid use to free allocating use, even to the coexistence of these two. At present, though the double-track system used in urban land has got rid of some problems of traditional land-use system, most nationalized land in urban is still being free and long occupied by these state-owned enterprisesEmerged in the land use reformation, the land market development and state-owned enterprises reformation, Land reserve System is an innovation of urban land system, which aims at vitalization the urban stock and sustainable development of land. The establishment of Land Reserve System plays a critical role in regulating and cultivating land market, enlarging financial revenue and promoting reasonable, actualization of urban planning.In China, the urban land reserve system emerged in large cities is earlier than in small and medium cities, the research about the urban land is scarcity. There are also many problems in operation.This paper begins with our country's condition, fully draws lessons from the theory and practice of domestic and international relevant land reserve, comprehensively analyzes the operating mechanism of the land reserve, according with the characteristics, put forward the positive and feasible suggestion, which promises to provide a reasonable direction for the development of the land reserve system in small and medium cities.Concrete content has been divided into five parts.The first part expatiates the studied background, studied ways and technique route, research general situation, logical frame and arrangement of content.The second part studied basic theory of urban land-reserve system, relying on The New Institutional Economics, the system composition; performance and judging-criterion have been expatiated in the paper. All this part is a theory foundation of the paper.The third part of the paper studied the running situation of the domestic and international land reserve system. Separately on land reserve system establishment playground; the organization and the responsibility of the urban system; the land reserve process; the land reserve achievements, center the small and medium city land reserve characteristic and so on carries on the elaboration.The fourth part conducts the land reserve system research on the small cities: Analyzes the present situation and the existence problems, which includes implements: (1) It is difficult and draft to reserve land ;(2) lacking of the idea to mange city; (3) shortage of coordination and harmony between government. In view of the above problems, this paper puts forward the idea to perfect the land reserve system:Suggest establishing the land reserve company, to caring off the government and market land reserve mechanism; simultaneously to establishing mechanisms such as : the guidance,coordination,price,incentive-constraint and revenue distributed mechanism.The fifth paper studies the land reserve financing mechanism and the risk mechanism in the tai'an city land reservation.The finally part drafted resolution to improve urban land-reserving system. (1) Establishing and improving law-system in urban land-reserving; (2) improving and delimiting the use of urban planning; (3) widening the raise of founds and getting rid of risks; (4) strengthening the city management idea (5) implementing society pubic surveillance; (6) ceasing the phenomenon that becoming land to wealthy.
