It's a great historic task to develop rural labor resources in the process of building new socialist countryside in China. The policy, "industry return to nurture agriculture and cities support rural area", should be implemented in this process, which is to solve the "three rural" problems fundamentally. And the problems of "rural labor resources" are just the core of the problems of" three rural ". So, to develop well rural labor resources is the key to realize building new socialist countryside.This article analyses the history, the status, and the hindering factors and its reasons of the development of the resources, makes the conclusion that the governments full play their roles is one of reasonable and effective ways to develop rural labor resources. We will not only make the resources transform from human resources to human capital, but also get a reasonable configuration during the course of social production, and make the resources' prices in line with their values if we do so. With the guidance of the relative theories of Marx, Engels, Mao Zedong and Deng Xiaoping ,this paper record the situation of development rural labor resources after our country found with empirical analysis and standardized analysis, and analyze the factors hindered the development of the resources. At the same time, it take the practice and experience of the USA, Japan, South Korea etc to provide information for the development of rural labor resources. To promote the building of new socialist countryside, we must develop the resources well. So, we must adopt effective measures to guide, support and promote its development. This paper presents suggestions to develop the rural labor resources effectively.
