The Research About The Policy Of Industry Enterprise Standardization In China

Now a days, the standardization of enterprises has become the necessary foundation of industrial production. The enterprise standardization plays a crucial role in the enterprises' production and management activities and it is the important constituent and the technical basis for modernization management of enterprises. Improving the standardization work level of Chinese enterprises is one of our government's important works in Market Economy. By adequately exerting governmental function, improving the economical operation dominated by Industries and promoting the transition of the Economic Growth Mode from extensive pattern to intensive pattern, we are able to establish a resource saving type society, realize a sustainable development and promote the economy development of China.This article firstly goes through the analysis of the positive role of the enterprise standardization in the strengthening business management, improving the product quality, the promoting technology advancement and enhancing the economic benefit aspect, as well as the main characteristics of the low enterprise standardization work level. Then, base on the former analysis and following public management theory, the paper presents the necessity of implementing the public management which promotes enterprise standardization level by our government under the market economy condition. Secondly, I review the concrete practices of our government for impelling enterprises to promote the standardized level since the founding of the PRC and the present situation of enterprise standardization. Subsequently, by using public policy instrument, I analyze the information insufficiency of enterprise standardization policy instrument in our country; voluntary instruments, the alternative of compulsory instruments; the shortage of economic incentive policy instruments, also its deep-seated causes. At last, I analyze the enterprise standardization policy from the developed country, like US, UK and Germany. Currently, in China, the fundamental research in the industrial enterprise standardization area mainly stresses on the enterprises, such as the importance of developing the enterprise standardization, and its work, technology and method etc., but lack a comprehensive theoretical analysis and research of the public policy that can be used by the government to impel the enterprise standardization. One of the innovations and the difficulties of this paper is that according to the public theory and the public policy instrument, makes a tentative but general and thorough analysis about the current enterprise standardization public policy of our country. The other one is by referencing the overseas policy and measures, I exploringly provide a comprehensive public policy to improve the Chinese enterprises standardization work level. I hope this article can offer a few ordinary introductory remarks so that others may offer their valuable ideas, and more people will carry on their analysis and the research to the public policy of enterprise standardization.
