In recent years, the level of standardization of China has made an obvious progress. However, compared with the developed countries, the level is still low. How to improve the standardization management level of China and give full play to the leading and facilitating role of the standardization work in improving the quality of products and speeding up technological innovation, is an important task of Chinese government. In the period of social transformation, facing the pluralistic social situation, China has an urgent need to speed up the transformation of government functions and further more promote the reform of the administrative system. In this point, how to make the non-governmental organizations, especially the industry associations, play their roles in the social governance, is particularly important. The standardization management needs professional and technical skills, so industry associations’ participation in multiple aspects is more necessary. However, the standardization management in China at present is controlled by the government. The industry associations involved in standardization management is not much. The related research of the academic circles is very limited. Therefore, this thesis has important realistic significance.The topic of the research is the industry associations’ participating in standardization management. The problems of the industry associations’ participating in standardization management in China and their causes are analyzed in the theoretical framework of the theory of multi-center governance and public participation. The problems include that the range of participating is narrow, the content in participating is single, and the participating is not enough. The thesis assimilates the experience of developed countries, including America, Germany, Britain and Japan, to put forward the corresponding countermeasures of the industries associations’ participating in standardization management of China. The thesis is divided into six chapters.The first chapter introduces the background and significance of the research, teases out the domestic and foreign research situation, and expounds the methods and contents of the research.The second chapter expounds the theories of industry associations’ participating in standardization management, including the concept and content of the standardization management, the concept and function of the industry association and the theory of multi-center governance and public participation.The points are made in the third chapter on the existing problems that are related to the practice, achievements and questions in the industry associations’ participating in standardization management. Although some progress has been made in the industry associations participating in the standardization management, there still existing many problems. For example, the range of participating is narrow, the content in participating is single, and the participating is not enough. The research shows that there are three fundamental reasons. The standardization management system in which the government plays a leading role hinders the industry associations’ participating. Standard system excludes the industry association’s standards. Their own abilities in participating are insufficient.The fourth chapter illustrates the standardization management systems in developed countries, such as America, Germany, Britain and Japan and the practice in these countries’ industry associations participating in standardization management. Then five reference points are concluded in industry associations’ participating in standardization management.The fifth chapter puts forward the measures and suggestions to perfect the industry associations’ participating in standardization management of China. Firstly, the standardization management system is expected to the transformation from government-leading to government-guidance and market-driven. Secondly, a reasonable standard system should be established, in which the mandatory standards are changed to technical regulations and the association standards become one part of the standard system. Thirdly, the number of the industry associations involved in the standardization management should be expanded. Fourthly, the contents of participation should be enriched, in which the industry associations undertake the micro functions and provide policy advices to the government to undertake the micro functions. Fifthly, the degree of the industry associations’ participation in standard management should be deepened. Finally, the efforts should be made to enhance industry associations’ abilities to participate in standardization management, clearing the status of industry associations, and gradually realizing the associations autonomous.The conclusion of the thesis is formed and the future research direction is proposed in the sixth chapter. Chinese government has been brewing in the reformation of both standardization system and standard system. It is expected that this research can provide some ideas and reference. All the efforts should be made in order to enhance the level of standardization in China, to effectively deal with foreign technical barriers to trade, to promote the technological innovation, and to push forward the economic and social development.
