Academic Analysis And Reform Design On Integrative Clearance In Area Of Yangtse River Delta

Regional integrative clearance system is one of the most important part of integrative economization in Yangtse River Delta. The reform of integrative clearance brings a large variety of meaning contains improving industry division and logistic management, driving commerce convenience, raising clearance efficiency and reducing clearance cost, as well as transforming administrative function, optimizing governance model , providing public services, maintaining market mechanism and promoting society growth.Explaining the studying background, purpose and significance of the chosen item, the author also introduces the domestic and foreign production including WCO, EU and UC's experience. Based on relative economics and public management theory, the author constructs the analytic paradigm concerning the advantage of integrative process, the public nature of government with service, responsibility and legality, the self-serving character of bureaucracy and the bargain of decision-making .Regarding the reform as a comprehensive social innovation, the author lists the obstruction against the reform in terms of relations between the authorities and market (society), ruling and interest boundary, clearance managing structure, utility-oriented performance appraisal and the dependence of the traditional path. It can be concluded that the regional clearance discrepancy is mainly caused by illogical power distribution and benefit share-out. The suggestion is to reassign the power and interest with good governance. And there are also strategic planning, action tactics and feasible solutions available.
