Study On The Issue Of Pension Insurance Of Land-Losing Farmers In China

With the development of country's economy, quickening of urbanization and industrialization process, a new social group is formed with rapid expansion, which we called it "land-losing farmers". The land-losing farmers face a series of problems such as living, employment and social security.However, the government didn't deal with this problem properly,an increasing number of land-losing farmers express their unsatisfaction by accusing the government, and the accidents of group protest are increasing year by year ,which become one of the biggest factors to influence social stability. Therefore, the research of the issue of land-losing farmers' old-age security has a great realistic and far-reaching significance on solving "three agricultural issues", building new countryside of socialist, establishing harmious social, promoting the sustainable development of industrialization and urbanization in our country so that a moderately prosperous society will become true.On the basis of literature summary on the problems of land-losing farmers' old-age insurance and research process both in domestic and foreign countries, this thesis analyze the theory of production and development of old-age insurance system. It also concludes old-age insurance's history and reality, existed problems and limited factors in our country, expounds the principle of constructing the land-losing farmers' old-age insurance system which we should insist in our country, proposes the idea of establishing land-lost farmers' old-age insurance. That is, under the guide of government, we solve the old-age problem of land-losing farmers by constructing the multiplication system. When the conditions are ripe, it will transits to town security model gradually. The particular project is: to adopt two different old-age insurance policy by referring to the mode of old-age insurance for urban works, applying the way of combining the society balance and individual retirement accounts, according to the development level and urbanization level of the target area. That is, the developed areas are directly brought into the system of old-age insurance for urban and the other areas are brought into the optional insurance system for land-off peasants, which is suitable to the develop trend of the integral of the future urban and rural old-age insurance. As old-age insurance's funds are the center of old-age insurance system, no matter which system it adopts, we must pay a lot of attention to insurance mobilization, operation and management to ensure fund security and guarantee the value increment. We highlight that the old-age insurance funds should be persisted by the government, the collective and individual investing together and principle on collecting premium by multi-channel according to proportion. Finally, it further proposes several suggestions to consummate the land-lost farmers' old-age insurance system.
