In China, the expressway construction is becoming more large-scale, systematic and network. Hitherto, the evaluation theory and method on socioeconomic benefit whose main research object is regional expressway network is still in debate. Presently, we are still short of systematic and scientific evaluation mechanism and method, most of the evaluation methods concentrate on qualitative analysis or quantitative analysis but not the combination of them. It's necessary to establish a quantitative and qualitative model for more rational and scientific methods of socioeconomic benefit evaluation, and offer rational decision-making basis and evaluation methods for programming and decision-making of expressway construction.This paper mainly aimed at the problem of evaluation on socioeconomic benefit of expressway, on the basis of analyzing the development of expressway construction and the characteristic of its benefits, the thesis analyses this complex big system and the correlations between its subsystems, and compares different existing methods of socioeconomic benefit quantitative and qualitative analysis, combining with the characteristic of this system, chooses system dynamics model (SD) and the matter-element extension as the method to evaluate the benefits.At last, the thesis analyses the socioeconomic benefit of the expressway network in Hubei province, uses SAS for parameter designing, and VENSIM for simulation, then analyses the model output for proving the validity of the model, and uses the matter-element extension to make a comprehensive evaluation, the result shows that the model is rational and effective.
