Based On Matter-element Extension Model Of Evaluation On Comprehensive Benefits Of Land Consolidation

Land is a survival and development resource of human. It’s also the basis of the development of agricultural production and national economic.In order to alleviate the increasingly prominent land conflict and solve the problem of food security, land consolidation become an effective measures. Comprehensive benefits evaluation as an key part of the process of land consolidation can effectively guide the practice, coordinate the development of economic benefits social benefits,vecological benefits and landscape benefits, ensuring the comprehensive goals of land consolidation project attainment,at the same time,it is the basis of decision making for government. Therefore, research on how to make effective comprehensive benefits evaluation of land consolidation is to be imperative and significant.According to the theory of land consolidation and comprehensive benefits evaluation,this paper builds the land consolidation comprehensive benefit evaluation index system which contains four level as two indexes,including "economic benefits ","social benefits"," ecology benefits" and "landscape benefits",it selects21indexes from the input and output,social production, social life, the use of ecological resources, environmental quality and landscape coordination as the three level indexes,using AHP and entropy method to calculate the weight of each index.This paper construct matter-element extension model as the evaluation metod to effectively solve the incompatibility. The comprehensive benefits of land consolidation is good or bad can measures by the comprehensive correlative degree between the different evaluation index and level.It is the basis for us to effectively evaluate the comprehensive benefits of land consolidation project.The result shows that the land consolidation project can obtain good comprehensive benefits in chenhu town, basically accord with the original intention. The empirical study can further evident the evaluation index system, evaluation methods of the comprehensive benefits of land consolidation have feasibility.It can be used in land consolidation project selection or post-evaluation of project.
