The freight forwarder business has developed a lot since China carried out the Open Policy. Especially after China's entry into WTO, the quantity of freight forwarder enterprises increased obviously. According to the commitment we Chinese government has made when we joined WTO, the market of freight forwarder will be more opened to foreign companies. What's more, the foundation of wholly foreign-funded companies will be permitted. Consequently, the Chinese companies will have to face more and more fierce competition. So it is significant and urgent for the Chinese companies to improve their competitiveness.Currently, the development of freight forwarder information system in China is not so good. While nearly all of the systems use C/S model as their framework, which can only meet some middling or small application's requirements, but not the requirements of transregional management and e-commerce development. Sharing information transregionally, exchanging information freely and managing information aggregatively is not only an important way for Chinese large-scale international freight forwarder to improve its competitiveness, but also an indispensable prerequisite to compete with those multinational freight forwarder. Therefore, designing and implementing an information system, which can meet the new requirement of management and development of the Chinese large-scale international freight forwarder enterprise, is of highly practical significance. On the other hand, the widely application of Internet and continually development of J2EE and .NET technology makes it possible to develop and apply large freight forwarder information system.Based on analysis of the informationization demand of the Chinese large-scale international freight forwarder, the paper designs and develops a freight forwarder system, which combines the concepts from the Smart Client technology, B/S structure and Drools technology, which is a kind of Java based on rule engine. This system can solve the problem of operational differences between various branches perfectly. Besides, to carry out data exchange between freight forwarder and other enterprises in the supply chain and data integration in online services with freight forwarder system, the corresponding design is put forward in the paper. This system is of great help with the freight forwarder daily operation, transregional business management and data exchange in the supply chain. Therefore, it is advanced compared with other domestic information system.
