The Evaluation After The Ground System Technological Transformation Projects In The Old-area Of Qian'an Oilfield

With domestic and foreign demand for petroleum products increasing and the international crude oil prices rising,Chinese investment in the development of oil exploitation is also growing, every year most of the money used for the technological transformation of the oil field.In order to continuously improve the decision-making level of the technological transformation projects, to improve the entire process of project management, to improve investment returns and better summed up experiences and lessons learned from the process of the old-area technological transformation .On the basis of the full research in the post-evaluation theory of investment projects, this article which is a detailed post-evaluation is on the old-area ground system technological transformation projects in Qian'an oilfield which is the first oil company in the Jilin oilfield.The detailed post-evaluation which is the entire process of investment activities carried out in an objective and systematic analysis and evaluation is through the early stage provement,design,construction,production and so on ,carried out the constrast to the analysis of the measure and method ,to find out the differences the technical and management problems in the design and implemental process, to improve the methods and measures, thus improve the technology target and function to ensure the safety smooth operation of the system.This article is divided into seven chapters, the major contents as follows:Chapter 1: Introduction.The introduction of the main topics is on the background, significance of topics, the status of the post-evaluation in the technological transformation projects and the main research methods.Chapter II: The entire introduction on the old-area ground system technical transformation projects of the Qian'an oilfield.This chapter introduces the ground system technical transformation project of the Qian'an old-area, the detailed background of the project implementation and the basic situation, as well as major targets of the extent. Chapter III: post-evaluation of the preliminary work Post-evaluation of the preliminary work including two major parts: first, project conditions and decision-making process evaluation; second, technical transformation, and design evaluation. The main aspects of the chapter are the analysis and evaluation that the decision-making is whether or not scientific, rational, design quality units with project requirements, the program basing on the full establishment, preliminary work achieving the requirement and echoing the capital construction.Chapter IV :post-evaluation of the implementationThe main aspects of the chapter is the evaluation which is from the building to the production. The Major evaluation is on the quality of engineering design, construction quality, cost and time limit control, safety management and project acceptance procedures.Chapter V :post-evaluation of the productionThe main aspects of the chapter is the evaluation from beginning with the production to the conditions for the work. The main part is on the production preparation work, production capacity and operating conditions, as well as comparison of the design specifications.Chapter VI: post-evaluation of the economic benefitsThis chapter analyzes the changing investment of the technological transformation projects, as well as a summary of the project investment control of experiences and lessons learned.Chapter VII :post-evaluation of the comprehensiveIt's the impact evaluation of the project (economic impact, environmental impact and the impact of scientific and technological progress) and continuing evaluation, summed up the lessons learned form the implementation of the project and to the actual problems in the running process, given the relevant observations and recommendations, and summarized on the theoretical methods of the post-evaluation of the technological transformation projects in the end of the article.Based on the post-evaluation theory of investment projects,combined with the reconstruction and expansion of the characteristics of the oilfield ground system , based on technological transformation of the old-area ground system in Qian'an oilfield, giving objective analysis and evaluation in the investment and construction of the whole process, ensured the superiority and weakness of the technological transformation of the old-area ground system in Qian'an oilfield, and the planning for the future of the area (including reconstruction and expansion) provide the realistic basis and the some reference for the future in the construction implementation of similar projects.
