Research On The System To Evaluate The Scientiifc And Technological Transformation Base In Xinjiang

According to the important deployment of the CPC Central Committee and State Council to build aninnovation-oriented country and expedite the development of the western, Xinjiang, as has a diverseeconomic resources, social resources, an important strategic position in China, faced with greatopportunities and broad prospects for development in the history. Relying on comprehensive advantages,Xinjiang Autonomous Region established a scientific and technological achievements transformationbase. By subsequent trials, conversion, application, promotion, marketing and other sectors, it gave fullplay to the practical value of scientific and technological achievements, to create the overall efficiencyof the new industries, and improve the productivity.This paper selects the Xinjiang scientific and technological achievements transformation base as theresearch objectives. On the base of the theoretical connotation of scientific and technologicalachievements, the theoretical support and scientific and technological achievements transformationprocess, the main influencing factors, it describe the development status of the conversion of base andanalyze its problems. Then focus on indicators of scientific and technological achievements, the baseinfrastructure indicators, economic efficiency indicators and social class, level indicators and results ofresearch and development,13indicators to construct a multi-level evaluation system of the conversionof base.Through the integrated use of the questionnaire method, in-depth interviews, field observation and otherresearch methods to obtain information and data, this paper combined the systems analysis, analytichierarchy process and fuzzy mathematical quantitative methods to analyze. It draw three conclusions:Firstly, the base established by the government play more prominent role in three aspects,includingsustainable development, protection of national security and the expected social benefits; Secondly, thescientific and technological achievements transformation base for scientific research departments focuson the results of R&D, practical value and academic value; Finally, the scientific and technologicalachievements transformation base leading by company, pay more attention to the practical value, thetransformation rate, the results of the promotion rate and so on. The further results in this paper showedthat the current government class scientific and technological achievements transformation base had thehighest efficiency.Combined with the reality of transformation base, research and evaluation system, this paper has madepolicy recommendations on improving the general construction of the scientific and technologicalachievements into bases in Xinjiang. It included deepening the policy of supporting the talent level, theestablishment of intermediary services, and advocating for the base model of the corporate system.
