The Study Of Strategic Mineral Resources Reserve Of Our Country

Mineral resources especially strategic mineral resources play an important role in economic and social development of China. With the continuous and high-speed growth of national economy, mineral resource demand will increase with a rather huge range. Setting up strategic mineral resources reserve is the most important way of ensuring mineral resource continuous supply and security.At present, the domestic study is also at the starting stage. Such important problems as how to select strategic mineral resources, how to carry on the supply-demand analyze and confirm the reserve scale and how to effectively manage the reserve, must be resolved by carrying on extensive and profound researches. Under such a background, on the basis of the domestic and international existing research results this article mainly solves three problems: how to define the strategic mineral resources; how to confirm the scale of reserve; how to operate and management reserve effectively. This article defines the strategic mineral resource as those mineral resources which are necessary in national defense and (or) the economic development but domestic supply is unable to satisfy the demand at the same time the overseas supply frail; Or which are necessary in national defense and (or) the economic development and domestic supply is so abundant as to has the ability to control or enormously influence international market. According to the characteristics of strategic mineral resources, this article designs the selection index system of the strategic mineral resources, uses such mathematic methods as AHP, fuzzy assessment of many factors, etc. to set up strategic mineral resources selection method. And this method was used to arrange these metals: Fe>Cu>Al>Au>Ni>Wu>K> (Pb and Zn)>Mn>Sn. This article carries on economics analysis to the reserve of the strategic mineral resources, puts forward the concept of the reasonable reserve deal, and sets up the method to confirm reasonable reserve deal. Combining the successful experience of some countries and actual conditions of our country, this article researches the operation and management of strategic mineral reserve, and conceives relevant policies, organization and mechanism.
