The state-owned enterprise once played extremely important role in our national economy and being the important pillar of our national economy. With the adoption of policy of opening to the outside world, joining the WTO especially, economic integral whole in world, It produced the huge impact to the human resource of the state-owned enterprise that a lot of the overseas-funded enterprises enter into our national economy system with huge of capital and the private enterprise is continuously stronger. A lot of talented people with professional knowledge, the management ability, the marketing ability, leave enterprise to change employment, resulting in state-owned enterprise human resource loss.For this reason, on the base of research in the inside enterprise, the following thesis issues a case and its analysis about HRM & HRD in Fushun Petrochemical, in order to raise some reference advise.HRM & HRD is a significant problem that is being influencing survival of the state owned enterprise. The key issue now for the enterprise consists in deficient strategies of developing and management HR. The main reason for such a reality is that the enterprises are shore of both internal and external impetus in institution, and have not shaped a concept of human resource. It is thus necessary to renew concept, and establish a strategic system of HRM for solving this issue.Fushun Petrochemical is a state-owned enterprise. The valid human resource is little and the invalid human resource is more. Something is nobody to do, someone has no matter to do. On the point of enterprise development strategy, drew up HRD strategy. It developed HR, the inner part integration, digging the internal resources, lead to the exterior resources go into, enlargement the training strength, make the human resource of the enterprise get excellent turn, raise the competitive advantage of the enterprise. Pass the analysis to HR, point out the shortage of the HRD, indicated a direction for HRD.Pass the analysis of this case, it is worthy for the state-owned enterprise, make HRD turn excellent. Promote the farsighted development of the state-owned enterprise.
