Research On Housing Guarantee To The Low Income In Tianjin

Clothing, food and housing are basic necessities of life. Housing guarantee is one of the most important parts of the social guarantee. At the early period of founding, in order to establish the independent industrial system, our government established the economic strategy of high accumulation and low consumption. In the other side, we developed the housing distribution system that houses were offered by the company. This system was very important to resolve the housing problem at that time. But it also had some weakness.As the reform of economic system, we started the reform of housing system from 1980s. Housing is used as commodity trading in the market. The new housing supply system is very important to develop the real estate industry and improve the living environment and conditions. But it also has some limitations. Housing is a kind of large commodity. So not all person could get it from market. Particularly, the price of housing is rising quickly resent years, which leads to the problem that the low-income people could not buy the houses from the market. So we should implement the housing guarantee strategies to meet their demand.The article has five important parts. The first part introduce the reform of housing system; the second part introduce the rising price in Tianjin and analysis the reason; the third part is about the difficulties to the low-income on buying houses; the fourth part introduces the theory of the housing guarantee; the fifth part is about the implementations of the housing guarantee. The basic view of the article is that the problem of housing could not be resolved by market completely, we should use the strategies to compensate it. It introduces the housing guarantee in Singapore, Japan, Hong Kong, Xiamen and Guangzhou. Then it introduces the strategies in Tianjin and proposes problems which should pay attention to. Only in this way, could we establish a harmonious society.
