The fierce competition of modern society results in the running of both knowledge and intelligence, which are called competition of elite as well.To realize suitable matching between persons and professions has already become a key factor that influences survival and development for enterprises.A suitable matching between persons and professions refers to a complete allocation between one person's capability and one's position,in other words,it means that a person with an appropriate job and a position gets a right person. The key for Human Resource Management is to solve the problem of dynamic allocation between people and one's position so as to realize a right matching between the two.Recently, with a much deeper exploring of the linking between one's inner quality, which includes knowledge, technology, behaviors, character orientation, motivations and things like that, and one's professional achievement,Human Resource Management centered with one's quality has gradually attached much more importance both in theoretical areas and in practical areas. This paper compares profession-oriented model with Competency model, and two different functions of the two theories in the process of realizing an appropriate matching between people and his or her profession. These two theories are two vehicles in analyzing human resources, though, the two theories are from two different categories, the former one comes from careers and the latter one comes from employee's training and exploring, the two theories also share some similarities in the sense of allocation between persons and one's professions. This paper aims at analyzing the different starting points, contents, stopovers and conditions available between the two models, through which come to the conclusion that profession-oriented theory is regarded as the early form of the modern qualified-quality model, for the reason that both of the two models step from two angles, that are objective posts and subjective persons, and both of them aim at getting a high match in order to realize a suitable allocation between the two. This paper combines advantages of the two models and puts forward a new model includes three components, knowledge and technology, the overall quality and characteristics. Moreover, this paper also makes some case studies to support the effectiveness feasibility of the advocated model, taking Medical Care Elite qualified model in the city of Tianjin as a real example.
