Since competency is put forward, abundant research results have relatively beenmade in the theory research and practice research. But there still exist some problemsworthy of our thinking, it is generally accepted that competency is related with specificwork situation, different industry, competency model of different organizations, differentpositions, different roles should be different. In fact, the relationship between universalityand particularity of competency model has attracted attention of scholars, they insist thatestablishment research of competency model of generality is of great value. In some extent,general competency model can save modeling time and necessary costs, better adaptchanging market environment.With development of foreign trade, foreign trade industry contribution for economicdevelopment in China is growing, and knowledge personnel become one of importantreasons that determine rise and fall of company’s development, the work of knowledgestaff’s management has become top priority in human resources management. Humanresource management based on competency model is a kind of development for traditionalhuman resource management, and this model can effectively distinguish between optimalperformance of employees and ordinary employees, and make resource management work,such as recruitment, training, performance appraisal organic integration to ensure thatemployee goals of personal and organizational performance goals bcome united, finally torealize enterprise and staff grow up together.This paper is based on Yantai Economic and Trade Co.,Ltd as an example, the scopeof business, competitive advantage, enterprise culture, human resources demand, postcharacteristics, characteristics of knowledge employees and present situation ofmanagement for knowledge employees are analyzed. Through literature research,behavioral event interview, questionnaire, comparative research,we try to build GeneralCompetency Model of knowledge staff in Yantai Economic and Trade Co.,Ltd, and themodel is applied to the enterprise performance evaluation, based on the general competency model of knowledge employee performance evaluation system that developsthe structure of traditional performance evaluation, put performance and work attitudetogether as evaluation objects, and pays attention to digging employee potential, topromote enterprise staff sense of belonging. This study aims at providing reference ofcompetency model construction for other small and medium-sized private enterprises inthe industry and enriching enterprise human resources management system.
