With the advent of the knowledge-based economy era, the operating and development is no longer dependent majorly on capital, natural resources, labor, and other traditional resources, but are more dependent on the professional knowledge. The knowledge resources of knowledge workers become the core competitiveness of the key elements.Since 1973, McClelland, Professor of psychology at harvard university in his paper, "Measuring for competence but rather for intellectual", presented the term "competence". Many scholars have done a lot of research and exploration at home and abroad. On the whole, however, because of the time limited, the research on competency evaluation at home and abroad is still deficient. It is needed for further study. This paper attempts to evaluate the competence in the basis of the former research results.Competence evaluation model of knowledge worker is constructed in a general sense. It will provide the theoretical basis. for competence evaluation of the knowledge worker and its selection.In this paper, the main research work is as following:(1)Review of relevant studies. It reviewed the term "knowledge worker" and its characteristics and the term "competency" and competency evaluation of knowledge worker.(2)It established the evaluation system of knowledge workers'competency. First the theoretical foundation of evaluation is proposed and then the evaluation conditions and how to identify knowledge workers and evaluation index system design principles are also presented. Finally, It constructed the competency evaluation of knowledge worker index system by using implication system analytic method.(3)The competency evaluation method was established based on Extenics. It introduced the basic principles of Extenics, including several important concepts, and expounded the competency evaluation method based on Extenics.(4)It applied competency evaluation method based on Extenics. Take a software company in Shenyang as the background, it used the foregoing principles and methods, evaluated the competence of knowledge in the company. It proved the feasibility and effectiveness of the competency evaluation method based on Extenics.Finally, the paper introduced the research results and innovation content, and pointed out the deficiencies of the thesis and further research directions.
