The competition among countries and different industries depends on city competition. Urban competitiveness, which is the cumulated result and the potential of its growth, is the most important force to cities' development.The region economy development of Hebei province is not balanced. By the research of the urban competitiveness of Hebei province, it contributes to evaluate the present condition and the potential of the city in Hebei province, to understand the development trend of the city in Hebei province in time, to establish and perfect the development strategies of cities in Hebei province. At the same time, under the situation that the domestic and international resources are used intensely, advancing the urban competitiveness of Hebei province can strengthen the ability of attract various economic resources, and help Hebei province to occupy the beneficial position of economic competition in district, speed the development of city economy, realize the development in an all-round way of the city.Based on mastering the studying document at home and abroad of the urban competitiveness and comprehension the connotation, the characteristic, the theoretical foundation and the theoretical model of the urban competitiveness, the paper selects 27 indicators from six aspects including economic potentiality, infrastructure, talented person science and technology level, government function, opening to the outside world degree and urban environment based on the selection principle of the evaluation indexes about urban competitiveness and in accordance with the current status of the cities of Hebei province, and composes evaluation index system of urban competitiveness in Hebei province, and carries on the explanation to the target system.Then, the paper carries on factor analysis to the target system selected data through the SPSS software and it reaches the city's competitiveness score and ranking, then carries on the comparative analysis to the cities of Hebei province from six aspects including economic potentiality factor, economical development power factor, quality of life factor, the talented person used factor, government function factor and environment factor. Following closely, according to the synthesis scores F, the cities of Hebei province are divided into three kinds, that is the cities of strong competitive power including Shijiazhuang, Tangshan, Qinhuangdao, Handan; the cities of general competitive power including Baoding, Langfang, Xingtai; the cities of weak competitive power including Chengde, Cangzhou, Zhangjiakou, Hengshui, and carries on the synthetic evaluation to the three kinds of cities. In order to find the primary factors that affect the urban competitiveness of Hebei province, the paper ascertains the proportion of every index by using hierarchy analysis process. On the basis of this, the paper structures the index of urban competitiveness in Hebei province. Then the paper carries on the analysis of grey correlative degree to the urban competitiveness of Hebei province and its influence factors, so determines big factors which correlate to the urban competitiveness of Hebei province. That is economic potentiality and talented person science and technology level. At last, according to the result of factor analysis and the primary factors that influence the urban competitiveness of Hebei province, puts forward countermeasures on how to improve the urban competitiveness of Hebei province.
