Study On The Land Consolidation In Mining Areas During The Process Of Urbanization

With the progressing of economic society and the rapid development of urbanization and industrialization, arable land has been taken up by a large amount of constructions, thus, with the astonishing simultaneous wasting and destroying, makes the contradiction between population and arable land rather sharp so as to endangering the sustainable development of agriculture and social economy increasingly. Land readjustment in mining areas is the best choice to fulfill the overall dynamic balance of arable land, accelerate the harmonious development of the resources, environment, population and economy in mining areas. The law of land regulation, enacted in 1999, declares definitely that the government encourages land readjustment, thus emphasizes the importance of land readjustment legally. However, study on the land consolidation in China is still at the initial stage, and currently focuses mainly on rural land and urban land, so it is not common to study on the land consolidation in the mining area. During the process of urbanization, land consolidation in the mining area is the most important means of optimizing the allocation of land resources, improving the efficiency of land use, and increasing the income of fanners, and it plays an important role in easing the contradictions between people and land, resolving land use issues and the "Three-Agriculture" issues, showing gradually the great potential.Making actual land use situation and economic social development of Mencheng goaf as a basis, this thesis gives a study on evaluation of land use efficiency in theoretical and experienced aspects. It includes tow parts: the first one is theoretical study which includes chapter 1 to chapter 3; and the other one is practical study which is the chapter 4 to 6. Chapter 1 introduces the study background, and gives a backward look and summary of the present study situation, and lays out the study contents and methods. Chapter 2 analyzes some related concepts and theories. Chapter 3 researches the relationship between land consolidation in mining areas and urbanization under the backward basic theories, meanwhile, analyzes the present conditions of urbanization in mining areas, and gives out some problems now in land consolidation in mining areas. Chapter 4 dealing with the land consolidation in mining areas project of Mencheng goaf in Beijing as reference, researches the scheme and measures for reconstruction synthetically in goaf based on applying related concepts and theories. Chapter 5 gives out some principles and proposes some suggestions and policy measuresbased on Chapter 4. Chapter 6 makes a summary 1f the whole thesis to lay out the achievements and shortages of this thesis.The innovations of this thesis include: it analyzes synthetically the relationship between land consolidation in mining areas and urbanization under the under the Situation of land consolidation in mining areas and urbanization in theoretical aspect; dealing with the land consolidation in mining areas project of Mencheng goaf in Beijing as reference, it gives out some measures for land Readjustment in mining areas, under the background urbanization in practical aspect. It can give help to the land consolidation in mining areas.
