Due to various factors, mainland china and Taiwan has been separated across the Taiwan Strait since the middle of the20th century to now, and embarked on different paths of socio-economic development. The mainland developed public ownership as the foundation of the Socialist plan economy and then recognized market and private property rights in the late1970s, admitting the function of socialist market economy resource allocation in resource allocation aspect. On the contrary, Taiwan has established the market economy characterized by the export-oriented and import-substituting usually adopted by latecomer regions in1960s. The difference of social economic system on both sides results to discrepancy of the establishment and reform of land property system.Taiwan government regards property as right combination and understands its publicity, then makes policies step by step and peacefully. The land policies, like the375rent limitation, the sale of public lands and the equalization of land ownership, which are main methods of property change. On the while, urban land readjustment, zonal expropriation and agricultural land readjustment are auxiliary policies. Taiwan government makes both main and auxiliary methods in land reform and carries them out step by step, providing strong support for the progress of the land property reform.The rural land property reform has already begun in mainland china. The relative experience of Taiwan may inspire mainland china in some fields. We may overcome our weaknesses in the aspects of land property by acquiring some strong points from Taiwan. By learning and making use of the advantages of others, can we promote the steps of land reform.The inspiration we could get from the experience of Taiwan land property reform is as follows:first, the freedom of making contract by landowner; second, improving the land property law system; third, clearly identifying property; fourth, making full use of the market; fifth, encouraging citizens to participate during the reform to decrease the transaction costs.Stakeholders should cooperate with each other in the land property reform to reach Tareto Improvement’.
