The economic development of a country or a region is related to the adjustment of industrial structure. The optimization of the industrial structure can influence the level and speed of economic development. It is very important for the Northwest region to draw up reasonable industrial policies and optimize the industrial structure. Because of the relation of the economic development and industrial structure.The difference of the regions in our country is obvious. With the opening and reforming, there are huge differences among regions, the Northwest region is relatively underdeveloped. There are many factors influencing economic development, and industrial structure is an important one. Aim to this problem, the paper introduces the contents of involve in this text of the industry, industrial structure and the optimization of industrial structure and the related concept and theories; then takes the industrial structure of Northwest region as a research object, passing to characteristics and the present conditions, and analyses the course with some datum and indexes, compared with the condition of the whole country. The paper make a model during 1991 to 2006 with the indexes of the real GDP and proportions of the three industries to explore the rules in order to find out the factors that influence the relation between the economic growth and the industrial structure. Finally aiming to the problems of the industrial structure ,the paper put forward correspond of resolve measures.
