With the constant changes in the industrial structure, the information industry has gradually developed into an important part of China’s industrial development. Currently, the majority of our IT services business are at the establishment of smaller, but they are growing are rapidly. IT services as a knowledge-intensive, technology-intensive economic entity, employee mobility is a big problem of their enterprises. In a globalized market competition, mastering advanced technology and management expertise of personnel is a key factor in achieving the core competitiveness. How can we hire, nurture and retain talent better? It has become the key to winning business.This paper selects balance scorecard as the theoretical basis for performance evaluation’s studies of the IT services business. The theory is an integration of the company’s vision, mission and strategic objectives of the new framework, from a financial dimension, the customer dimension, a dimension of internal processes, learning and growth dimension. The four dimensions of the mission can help businesses concrete the goals and targets into strategic objectives. This makes the employee goals consistent with corporate strategic goals. BSC avoid the traditional assessment methods rely on the financial performance of the one-sidedness, static and lag defects, to achieve the implementation of corporate strategy real-time monitoring.This paper selects DJ enterprises as the research object, building performance appraisal system based on BSC for DJ enterprises. First, this paper study performance appraisal and BSC theories in order to provide a theoretical basis for the subsequent papers. Secondly, this paper analysis DJ enterprises’industry status and organizational structure. DJ enterprises also have focused on knowledge workers, staff mobility and other characteristics of the industry. This article also make a simple introduction of DJ’s current assessment methods and make a qualitative analysis of DJ’s current performance appraisal problems. In this paper, it analysis the DJ enterprises using SWOT, draws maps enterprises’ corporate strategy. And the design of the indicators is based on the various dimensions of the strategic map of decomposition. It designs DJ enterprises’Balance Scorecard. Then according to the qualitative analysis of each dimension index and various departments and posts relation, it designs department’s and employee’s Balance Scorecard. All levels of the index weight are set using the expert scoring method. Finally, it makes a simple exposition of the DJ enterprises’performance appraisal system based on BSC. I wish this study can provide a reference for similar IT services company performance evaluation.
