According to the "Medium and Long-term Railway Network Planning" of China, by 2020, the national railway transport capacity will meet the needs of the national economy and social development and the main technical equipment will reach or approach the advanced international standards. With the deepening reform of the integrated transport system and continuing advance adjustment of the layout of the railway productive forces, providing efficient and timely transport services will be an important direction of transport organization reform and development. It is of great theoretical and practical significance to the development of China's railway industry to study the development mechanism and organization method of the railway transport, as well as foreign development experience of transport organization mode and summed up the practice of China's railway development.This paper focuses on how to closely put the user-focused marketing and transport organization works in the corresponding mode of transport organization. Based on the previous study of the organizational structure of the railway traffic, and in combination with the importance of the marketing and scheduling command in the railway company, this paper concludes that railway traffic organization should be included in the transport organization which is the bigger framework of this discussion. So this paper believes that railway transport organization pattern can be divided into marketing and production pattern according to the actual situation. Then this paper studies the characteristics of the two transport organization patterns and several important conditions which must be contented to establish the marketing transport organization pattern. Finally, based on the China's railway transport organization actuality, this paper studies the types of railway enterprises' customers of China and puts forward some China's methods to realize the transition from production to marketing pattern.
