The Research Of The Desulphurization Project Management In Zhuzhou Power Plant

Huayin Electric Power Co. Ltd, the branch of China Datang Corporation in Hunan province, is the 2nd Level enterprise which engages in supervision for hydropower projects and housing construction. It has built solid experiences in construction supervision, especially in hydropower project and housing construction, and formed mature management methods. Right now we got the desulphurization project in Zhuzhou Power Plant. To deliver the project on time and in quality, and then accumulate experiences for the same project in future, we believe it is necessary to take management research for the desulphurization project.This report introduces the background of the Desulphurization Project in Zhuzhou Power Plant and then discusses the necessary of the supervision for this project. After analyzing the managerial field of the Desulphurization Project in Zhuzhou Power Plant, the managerial content and the technology of the desulphurization project, we arranged the tasks of supervision. Furthermore, we also designed the organization structure of our project supervision department according to the control processes of the project. Moreover, we also determined the responsibilities of the Director, tertiary supervisor, and engineers by using the method of matrix responsibility. In this report, I deeply reviewed the potential risks and investigated the root causes of risks in this project. With regard to the potential risks, the preventive measures put forward in order to guarantee the project could be delivered on time, in quality and within budget. The risks of supervision were reflected in the investment, progress and quality control. In the implementation of this supervision project, by analyzing the factors of the loopholes in the quality, cost and progress management, developed working methods, measures, operation steps, according to the Desulphurization Process Engineering, to further ensure the desulphurization project supervisory tasks are delivered successfully. During the implementation of the project, the achievements and mistakes were summed up, but the experiences were accumulated for the future.The results of the research are as following:(1)Through supervision of the works, the risks of this project reflected the quality of the works, investment and progress in the management. Supervision by the "three control" management reduced the risk of supervision. Supervision in the management of the projects has played an irreplaceable role and oriented projects on time, according to the quality, according to the completion of the contribution;(2)Formed a complete set of desulphurization project supervision on the"Three Controls"management process for future projects and similar project management experience accumulated;(3)Applied project management methods into the desulphurization project supervision to provide better supervision. Supervision should also work to improve the management methods, such as coordination between the various professional and handover procedures, especially in the quality of supervision training also needs to be strengthened;(4)On the basis of the standardization in the works for the establishment of desulphurization project management guidance, the project management level should be improved continually through the practice.This paper studies the management method of the desulphurization project supervision, and formed a set of management procedures. It has a high reference value in the management of similar projects and following supervision work of the project management company.
