The Research On The Policy Of Modern Science And Technology Innovation In Changsha City

Countries in increasing numbers have come to realize the importance of science and technology and treat it as the core competitiveness in the national comprehensive strength.Developed countries and major developing ones have introduced one after another scientific and technological innovation policies to steadfastly advance their core competitiveness in scientific and technological innovation.In the 19th National Congress of CPC,major plans centering on it was once again reiterated,highlighting its pivotal role in the realization of sustainable development and future international competition.Hence,policies and regulations related to scientific and technological innovation rise to the crucial driving force in boosting development of science and technology.Therefore,an increasing number of scholars have embarked on research projects on policies,laws and regulations related to scientific and technological innovation,summarizing advanced methods and experience from both home and abroad,and putting forward a series of suggestions.These researches focus mainly on the national policy and regulation system,which could offer insights and guidance for one city,but few scholars conduct a systematic study on a certain city's technological innovation policies.Against this backdrop,efforts are made to step up the study of Changsha's technological innovation policies as well as the impact on local economy,problems and potential solutions.The paper is divided into four parts.Chapter One mainly expounds the theories and practical significance of the study on Changsha City's technological innovation policies,summarizes the research findings and related discussions from scholars at home and abroad,and discusses the methods and innovations in the researches.Chapter Two focuses on the basic theories,reviews the progress of the implementation of overseas technological policies,successful experiences from national policies supporting scientific and technological innovation,and the development of contemporary China's scientific and technological innovation policies,together with exploration of the specifics of the policies.Chapter Three makes a detailed analysis of achievements and the status quo of the technological innovation policies,and of the existing problems and gaps in comparison with other advanced cities in China,A brief analysis of the causes of the problem was made.Chapter Four is mainly about advice and solutions to the above problems and gaps over how to improve the scientific and technological innovation policies in Changsha.Finally,a summary is provided to point out the insufficiency and future research directions in this field.
