Research On Policy Choice For The Promotion Of Economic First Degree Of Changsha

Economic primacy is usually used to measure the degree of dominance of a city in the economic development of a country or region.As the leader of economic development,the highland of industrial agglomeration,the precursor of technological innovation,the first city has strong power of gathering power and radiation effect in the economic and social development.It is often used as an engine to drive the development of the region and even the whole country.Currently,Changsha's economic development has achieved good growth momentum and huge economic volume.However,there are still some problems in the development process.How to optimize the existing policy system,achieve scientific and sustainable development,and give full play to the primacy effect is an important problem for Changsha's current economic development.By manually collecting the relevant data about Changsha and the capital cities of the central region in 2013-2017,this paper makes a longitudinal and horizontal comparison of the economy first degree of Changsha,and uses SWOT method to analyze the advantages,disadvantages,opportunities and challenges of the economic first degree of Changsha,and then summarizes the advanced experiences of other cities in China.This paper finds that the main advantages of the promotion of economic first degree of Changsha include the increase of economic aggregate,the enhancement of the degree of economic opening to the outside world,the rational economic structure and the obvious advantage of location policy and other aspects.But there are many disadvantages,such as the disagreement between the speed and the aggregate of economic development,the economic structure needs to be further optimized,and the level of economic opening to the outside world needs further improvement.In order to make full use of advantages and opportunities,overcome weaknesses and meet challenges effectively,Changsha should focus on supporting the integration of industries into national development strategies,using industrial policies to promote economic structure optimization and upgrading,optimizing the fiscal policy to promote social and economic development,improving the urban public service system and perfecting the system of opening to the outside world.This study provides some theoretical references for the formulation and optimization of Changsha's economic development policy,the steady promotion of the economic primacy of Changsha and the acceleration of the construction of the national central city.
