Design And Analysis For Chinese Farmer-workers' Endowment Insurance System

Since the adoption of the reform and opening policy, the productivity in our rural areas has been unprecedentedly enhanced. As a result, the original productive materials could on longer meet the needs of the vast labor forces in rural areas, and a great number of farmers left the farmland that they had been living on for generations, tending to seek opportunities in cities. They, being farmers themselves, began to work in cities and non-rural fields. Thus, the phenomenon of"migrant farmer-workers"came into being all over the country. Since then, farmer-workers have made great contributions to the rapid development of our national economy and to the socialist modernization drive in the past three decades. However, under the binary structure of cities and villages, their rights of social security have not yet been well protected.Among the issues concerning the protection of farmer-workers'rights of social security, endowment insurance is the most difficult and complicated one, and it is also a heated question in the academic field. The difficulties of farmer-workers'endowment insurance lie in the following elements: the mobility of the labors, their inadequate capacity of paying the insurance fees, and the long term and uncertainty of the security period, etc. Therefore, how to establish an endowment insurance system that is suitable for farmer-workers and is essentially in accordance with the present system has become a task of top priority in solving the problem of farmer-workers'endowment insurance.This paper makes a comprehensive design for the farmer-workers'endowment insurance system and also makes an analysis and assessment to its feasibility, referring to the fundamental endowment insurance system for workers in urban enterprises. The creativity of this thesis includes: 1)instead of following the idea of "low rate"and"big account"which is universally acknowledged in both academic and practical fields, it advocates reducing the minimum base of the endowment insurance fees to offer farmer-workers more choices in paying so that the problem of their inadequate capacity of paying can be solved; 2)"social security card"can be used to improve the handling and managing of farmer-workers'endowment insurance, to simplify the procedure and to lower the cost so that the rights and benefits of farmer-workers'endowment insurance can be obtained with less obstacles; 3)in the design, the influence on the original system can be reduced to the minimum and the transition from the original system to the new one will be easy and natural, for, based on the endowment insurance system of urban enterprises, the design is not essentially separated from the original system and it just broadens the sphere of application of the original one.Research made for the thesis will have a positive effect, theoretically and practically, on solving the problems related to farmer-workers'endowment insurance, on improving the endowment insurance system in our country, and further on the unified planning of the entire setup of the endowment insurance in both cities and villages.
