Study On The Transferring Problems Of Migrant Workers Endowment Insurance Under The New Urbanization Background

As a special group, migrant workers who produced at China’s economic and social transition period, make a great contribution to China’s construction of socialist modernization, and with the advancement of industrialization and urbanization, migrant workers scale has expanded gradually, the frequency of movement has also enhanced gradually, the transferring problem of endowment insurance is increasingly outstanding, although, in recent years the country has issued some policy to solve this problem, but due to various reasons, the transferring problem of migrant workers endowment insurance still exists, this will damage to the vital interests of the migrant workers seriously, and limit the formation of a unified labor market. Instead, realizing the transferring of endowment insurance smoothly, not only relates to the realization of the rights and interests of migrant workers endowment insurance and the improvement of the system of social endowment insurance, more related to the construction of new urbanization and the course of the construction of a harmonious socialist society, furtherly, it is very significant to the development of China’s social economy healthily and orderly.In this paper, under the background of promoting the development of the new type of urbanization, first of all, from the analysis of the connotation and necessity of transferring of migrant workers endowment insurance and the definition of the new type of urbanization, on the basis of the analysis, which shows that the new type of urbanization to the requirement of transferring problem about migrant workers endowment insurance, secondly by analysising the present policy situation about this problem and in the process of the implementation, I sum up the facing problems and reasons, finally put forward some countermeasures and Suggestions. This article mainly through five parts to expound this problem, the first part introduced the paper selected topic and the significance, the abroad about the countermeasures of endowment insurance relation transfer, and the research status of our country for peasant workers’ endowment insurance for transferring, such as the necessity, the difficulties and obstacles, some countermeasures and methods to carry on the literature review. The second part introduced some relevant concepts about migrant workers endowment insurance for transferring under the background of the new type of urbanization. The third part introduced some problems and reasons for transferring about migrant workers endowment insurance under the background of the new type of urbanization. The fourth part, from strengthening the construction of rural migrant workers endowment insurance related policies and regulations, coordinating interest conflicts among different regions, accelerate the reform of endowment insurance related system and improve the efficiency of orgnaization of agency of management services to solve the restricted factors of rural migrant workers endowment insurance for transferring.
