Since the reform and opening-up, China’s urbanization development achieved asignificant progress, the amount of rural migrant workers in cities who made a significantcontribution for the transition from agriculturalizating to industrialization also increased alot,but their social right protection which they deserved haven’t been well maintained. Eventhough,the country policies have formulated the endowment insurance of rural migrantworkers in cities into the system of the endowment insurance of the rural workers and staffmembers,but due to "dual economic structure between the urban and rural" and"Household registration system"making the bad affection in the practicalimplementation,the outsiders can’t receive the same treatment as the locators in theendowment insurance. In the context of the Aging of Population,researching the problemof endowment insurance by the numbers,holding the right direction ofdevelopment,maintaining the rights and interests about endowment insurance of the ruralmigrant workers in cities.This paper mainly includes four major contents. The first chapter is Introduction. Thispart introduces the back ground and significance of choosing this topic, to summarize theresearch results of domestic, foreign scholars of this research ideas, research methods andinnovation. The second part of this paper: the theoretical basis of the migrant workerspension insurance. This part introduces the main theoretical basis of migrant workers andtheir old-age insurance and endowment insurance of migrant workers. The third part is themain part of this article, including the third to fifth chapter. The third chapter: ShandongProvince’s migrant workers pension insurance problems and their causes. According to thefield investigation in Shandong Province,here we list the several situations that exist: rateof joining insurance is low while the cancellation rate is a little bit higher,the coverage areaof endowment insurance is very narrow,the procedure of off-site transfer is verydifficult,lacking of the unified Laws and regulations,lacking of financial support from thegovernment.We also conclude the reasons for the situations are:The income of the ruralmigrant workers in cities is low and not stable,can’t afford to pay for the higher standardfee,the enterprises not willing to pay the fees of endowment insurance instead of chasing the maximizing self-interests,the system defects along with the design which resulting inthe lacking of the Institution for the healthy development of endowment insurance,theabsence of government liability which made the lack of migrant workers pension insurance.The chapter4: migrant workers pension insurance and revelation. According to introducethese three domestic migrant workers pension insurance models to propose the revelationof improving the endowment insurance of migrant workers in Shandong Province. Thefifth chapter: perfect the endowment insurance of migrant workers in Shandong Province’ssuggestions. In this part, the researcher proposed the appropriate measures, which are:clearly the dominant position of the government, assume the responsibility to improve thesystem and financial security; enterprises and individuals to fulfill their respective paymentobligations; broaden the coverage of pension insurance; payment of a multi-level base,make the payment method be more flexible; establish and improve the pension insuranceof migrant workers off-site transfer mechanism. The sixth chapter, including the full-textsummary of deficiencies and Prospects.The innovation of this paper is to conduct field surveys through questionnaires, andmake an empirical analysis of Shandong Province’s migrant workers endowment insurance,combined with the typical domestic migrant workers pension insurance model system,summarizing their respective advantages and disadvantages, put forward many morescience and targeted Suggestions.
