In the age of knowledge economy, in the face of the drastic competition of market how to enhance the own compet power constantly, then can develop continuable is the problem worth while to research for enterprises. Among the research about the human resource management, the SEM's(Small and Medium-sized Enterprises) HR management especially worth pays more attention, since the innovation and open to the outside world, with the establishment of the socialism market economy system step by step, the cognition of SEM's deepen and the adjustment about support policy, our SEM receive the progress development, and become the important force to drive the economy development. But the embarrass factors still exist, and the factor is change from substance to technology then to management, restrict the development of SEM. So how to attract person with ability, then retain, then use it, then keep away the crisis about human resource management become the key problem.Based on the above analysis the article cut in the crisis early-warning of SEM's human resource, the main content include: (1) The article introduced the concept of customer satisfaction and the calculation method of questionnaire design and research methods for SME staff on the part of the Enterprise Human Resources Management,through it we judge the likelihood of crisis management , To capture the signs of crisis. (2) on the basis of above we establish the SME human resources crisis management system of early warning indicators, and divided them into three levels, including acts of indicators, diagnostic indicators and measures of indicators, use AHP and fuzzy comprehensive evaluation methods With the survey method matrix of indicators to determine the comprehensive system of evaluation and empirical estimates. (3) we discussed the level of the early warning and the early warning mechanisms established method, analysis of the early warning system's work processes.Through the study we educed the SME staff for human resources management satisfaction is not high, only about 70 percent, mainly due to the software environment of SEMs. Through the comprehensive evaluation for the early warning indicators of crisis management, let us pay more attention to the crisis of indicators, especially the behavior indicators and timely diagnosis are very important. Finally in this paper, we put forward the human resources management strategy to deal with the crisis, on the one hand the SEMs should strengthen the system construction, on the one hand to strengthen the building of information technology, mainly to corporate human resources assessment and encouragement, and continue to explore the strategies and retain qualified personnel, and other methods .This study will provide the crisis early warning indicators, early warning process and methods for SMEs human resources management.then enhance their function about the pre-diagnosis, the control in the matter, and the adjustment after the matter,which have the practical value and meaning.
