Since the reform and opening, China's SMEs have been made considerable progress. They have become an important component in China's economy and an important force to promote the economic development of the country. But on the other hand, obstacle factors to the development of SMEs still exist, such as the crisis in financial, operation, marketing, human resources, and other crises. They often lead to the decline of SMEs. According to some surveys we can find that crisis of human resources has become the most frequently crisis on which the corporations faced, particularly in SMEs, as their small scale, poor stability and personnel flow. With China's reform and opening, SMEs are facing new talent environment whose competition has become more complicated and unstable. Especially foreign enterprises enter Chinese market and they need to tap local talent. Therefore research on crisis early warning mechanism for human resource in the SME is timely. Early warning, Pre-control and proposed program for the SMEs to prevent the crisis in human resources are of great theoretical and practical significance, as the enterprise can reduce losses to the minimum and can promote the sustainable development of enterprises.Early warning mechanism for human resource crisis in the SME includes building institutions for human resources crisis warning, monitoring the crisis, information, Crisis assessment and pre-crisis control. Among them, building institutions for crisis warning in human resources and monitoring the information are relatively simple, so long as they adhere to the relevant principles will be completed. Pre-crisis control is expected to establish on the basis of evaluation. Therefore the author believes that the key to construction of crisis early warning mechanism for human resources in SMEs is to build a scientific and rational human resource crisis warning Index System and evaluation model. Through studying on the related literature and analysis on the characteristics of human resources, the author gives his preliminary ideas for constructing early warning mechanism for human resource crisis in the SME and focuses on building indicator system for the human resource crisis early warning and the evaluation model. On this basis, the author does empirical studies on W company, and put forward some countermeasures to construct crisis early warning mechanism.The author used qualitative and quantitative methods to study on early warning mechanism for human resource crisis of SME more systematic. Particularly, multi-level fuzzy-AHP(Analytic Hierarchy Process) model was used to evaluate the level of human resources crisis. In addition, comprehensive consideration of human resources behavioral characteristics was full of the process of constructing indicator system for human resource crisis early warning, which directly reflects the situation of the human resources' crisis. Through empirical study on the case, further test about the evaluation model's scientific and operation was made, which strongly support the thesis' points.
