Project management based on performance has been developed as a kind of important method on the base of traditional project management. The feature of project management model based on performance is that the software project management is excused by the performance evaluation of project developer; the evaluation of project raises the enthusiasm of the developer and efficiency of the project development, Because of the many advantages of the performance-based project management, it has become the current research issue in the field of project management, and has been used and more extensive researched.With the rapid development of information technology, the rise of the knowledge-based economy, in order to enhance the competitiveness of enterprises, software project management are showing the development trend of product accumulation, talent accumulation, process accumulation, the traditional model of the software project management is proposed in the background of the process control, which highlights its shortcomings on the demand of products accumulated in a large-scale project development. The ability of project developer is the main determinant of competition for the high-tech enterprises. So the developer is the key factor to influence the success of project. Thus, how to improve the individual performance of developer, which finally results in the whole performance improvement of project activities, is the important issue concerned for high-tech firms. Meanwhile brain drain is also a vital problem for the high-tech firms. To solve it, the high-tech firms should set up a fair method for performance evaluation and motivation, by which, for the project personnel, satisfaction is increased with the achievement of improved job performance. Therefore, we think there are some issues and improvements in how to effectively building the performance-based project management model, in order to meeting the modern software development's unique characteristics.This paper discuss the research work from above aspects,and the innovations are as follows:Firstly, expounded the connotations of project management and performance, revealed the nature features of performance, analyzed the performance and project management major influencing factors, expounded the purpose of project management, and proposed the spiral model of the performance-based project management.Secondly, analyzed the affecting factors of the performance goals in the formulation phase, by the use of adjusted wage rate, proposed a mathematical model in order to effectively cut down the ratchet effects and ensure that all the performance goals are completed. And in accordance with the characteristics of software projects and project staff, developed an evaluation system based on the key performance indicator.Thirdly, in performance evaluation phrase and performance incentive phrase expressed the purpose of the performance feedback and principle, studied the method of performance incentive, and developed a personalized incentive model of project performance.Finally, summarized the main content of this paper, as well as limitations to be explored and research directions. This study will help to improve enterprise project performance management system. Improve the management level of the software project; at the same time provide support to the development of individual enterprises.
