This thesis talked about that the Shanghai Municipal Government is deepening the innovation of the political system and speeding the changes of the functions of administration, when asked to meet the citizen's public needs and achieve the public rights aim. As an important component part of the Shanghai Municipal Government public system, the public service platform for human resource building is one of the most important actions to carrying out the two strategies, which are devoted to contributions for our society's progress, on"Developing Science and Education"&"Tapping the Talented People", together the other four public platforms, such as the scientific research and development platform, the intellectual property rights platform, the risking investment platform and the information service platform. This thesis mainly analyzed the mechanism of Shanghai public service platform for human resource. Firstly, it discussed the role definition of government, the styles of public service providing and the forms of public service practice based on the"New Public Service"theory, by beginning with the concepts and the characteristics of the public service. And also, it gave us a general idea of the main theories, which have been put in use, and the realities on this issue in our country and abroad. All above, we can find the academic basis of supporting the public service platform construction. Secondly, we can find the practical basis of the background and the necessity of public service platform construction on the combination of the history and the reality of the development of the public service for human resource in Shanghai, by considering the devotion to our economics and the society's progress, the administration function reform and the serving government's requirement. Then it promoted the design idea of the mechanism which is including the structure, the process of the construction, the functions, the framework, and the components of the system. Furthermore, we can reach the cause the blocking points based on the analysis of the reengineering the human resource service business progress, the function working and the coordinate networking relationship, the computer information internet support service and the multi-subjections participants. So we can give some advice on improving the performance of the mechanism.
