Study On The Strategic Development Of Shanghai R&D Public Service Platform

With the rapid development of science and technology, Science andtechnology infrastructure as important strategic resource is important tosupport technological innovation of countries and regions, economicprosperity, social progress and regional security. Shanghai R&D PublicService Platform construction is an important measure to implement thescientific concept of development, Shanghai is also an important supportinnovative city construction. Shanghai is in the "innovation-driven,transformation and development," the critical period.This article aims to analyze the development of the Shanghai PublicService Platform external environment and internal conditions, thedevelopment platform for the development of strategies to improve theeffectiveness of the platform operations and decision-making. In this paper,we taking case studies, empirical research methods, according to the researchideas of theory&practice, improve development strategy, based oninnovation theory, public service theory and the regional innovation system.Through the analysis some unsuitable of the development of public serviceplatform, uncoordinated issues and constraints， from the platformframework and development plan， through the improvement of securitysystem, strengthen sharing mechanism and improve service mode, develop astrategy for overall development strategy and services. The development strategy of SGST should be follow the "overallplanning, pilot first, classification coordination, step by step," the generalidea, adhere to the people-oriented, highlighting regional characteristics andadvantages, demand-driven, shared core, follows national and local laws andregulations, coordination, guide and regulate the sharing of scientific andtechnological resources. With the actual city’s innovation combinedenvironment and innovation system, to develop a strategy for theimplementation of safeguards to protect the system from several aspects ofthe construction of the R&D platform, and to improve resource sharingmechanism and operation mode of service, to mobilize all forces to build anetwork of social services, promote cross-sector, cross-system, cross-boundary resource sharing and collaborative technology services, improvetechnological innovation and industrialization of efficiency and effectiveness.
