| Not only optimizing regulation of regional construction land does be significant focus of regulating land use, but is the key of overall land use planning. The rapid urbanization and industrialization will bring more challenges and opportunities to China in next ten to fifteen years. However it also will lead to a sharp conflict between the demand for land resource and land supply. The pursuit for the most preferable regulation of regional construction land plays an important role on farmland protection and control of impervious lands' growth, as well as exerts great influence on sustainable development.During the transition of economic systems from a centrally planned economy to a more market-oriented economy, the role of overall land use planning should be strengthened to protect land market against failure. Moreover, based on investigation into current situation and analysis of historical experience in land utilization, the planning, as a practical study, should solve the present problems facing land use and offer the suitable schemes in the future. Taking Leshan, a city in Sichuan province, as a good example, this dissertation demonstrates regulation technology of regional construction land to preserve farmland and dominate urban sprawl. The following conclusions are drawn from the study:I Based on the data of land resource investigations, the study analyzed Leshan city's land use fact in 2005, and deduced the regularities of its construction land in time and space aspects from research on variation in area of construction land compositions by analyzing the extent and rate of such change and on spatial differences such as its area growth and relative change rate in construction lands of various areas in the city from 1997 to 2005. Also, the study showed the challenge to the city's construction land use was its disproportionate structure. That is to say, despite great reducing in residential and industrial land, they still accounted for most of land area, while lands for traffic and water conservancy were greatly insufficient, especially for water conservancy land. In addition, the variation in construction lands for different areas of Leshan was dramatically uneven.II Based upon analysis of natural, social and economic conditions, as well as upon probing into basic data of land use in Leshan, the study predicted the city's total construction land area in such two planning years as 2010 and 2020, and put forward three preferable measures to regulate the sum.(1) The study determined GDP, total population and urbanization level of Leshan in the planning years firstly. Then, it made prediction of the total construction land area within the fifteen years from 2006 to 2020, by summing up area of its internal structures. The result revealed that the construction land growth achieved 14978.25 ha, which amounted to the increased area of 998.55 ha per year, higher than 666.43 ha, index in the last planning, by 49.84%, so it was recommended as the scheme on the condition of being distributed higher index.(2) This study predicted the increased construction land area, 588.66 ha per year, by GM(1,1) model, calculated by a soft "GPS". Then this result of prediction may be adopted when the designated index was smaller.(3) By establishing a linear planning model, the study forecasted construction land area growth 717.48 ha, as a reasonable growth under ordinary condition.III The research provided an optimum plan, comprehensive weight-method that integrated a variety of ways like the per year construction land growth way, dynamic analyzing way of land use, analyzing way based on investigated construction land ratio, population ratio way, capital assets ratio way, industrial growth ratio way as well as historical construction land index ratio way, for rational distribution of construction land.IV In order to regulate construction land in time sequence reasonably, the study planned 40% of increased construction land area for the first planning year, thus 60% for the another planning year, synthesizing Leshan's reality and the results of other analysis ways like GM analysis, linear planning way and disintegrating analysis way. |
