The Performance Study Of The Chinese Arable Land Protective Policies

In the 21st century, China is in a period that society and economy is rapidly developing. The quickly development of urbanization and industrialization, the continuous growth of population give rise to increasing pressure for the China's resources and ecological environment . it's more evident that resources and ecological environment has restricted the economic and social development. As one of the most important natural resources to human, Arable land supports economic and social development, it is very important to maintain a certain amount and quality of arable land. China's current situation is very grim on farmland protection, the government has repeatedly emphasized that we should use the " most strict farmland protective system of the world, and resolutely prevent the indiscriminate hold and abuse of farmland",moreover we come up with a supporting system and adopted a series of measures. However,the performance of the system on the Chinese arable land protection is not satisfied with the central government. there are still a lot of cultivated land was indiscriminate occupied every year.This paper try to study the performance of the chinese farmland protective policy and to explore a way of improving the current performance. Research methods used mainly literature review,causal analysis, comparative analysis,principal component analysis,AHP.Research includes: the background and significance, the status quo and problems ; the theoretical framework of achievement research on farmland protective policy. the evaluations on China's farmland protection policy performance. the improvement on the performance to China's farmland protection policy. The results show that it is not high to the overall level of China's farmland protection policy performance,and the differences between the various local governments is greater.The study concluded that it should reengineers the system on farmland protection policy and points out its guiding ideology, goals and ideas. including the specific legal system, administrative and economic systems, social supervision system, science and technology system.The innovation is that the paper has opened up new areas of research on the farmland protection policy from the perspective of performance evaluation .It establishs evaluation index system, and evaluates the policy performance of China's farmland protection by using two methods of principal component analysis and AHP.The inadequacy is that it still requires further analysis of the deep-seated reasons on socio-economic factors constraints for the farmland protection policy performance and institutional change . There are inadequate on the experience in some aspects because of data limitations and difficult to quantify the system itself ,Furthermore, we have yet to further improve system of indicators and evaluation methods of performance evaluation of farmland protection policy.
