A Research Of Farmers Satisfaetion Of Chengdu Farmland Protection Fund Policy

Farmland is the essence of the land and a prerequisite for ensuring food security, not only the source of the basis of grain and other agricultural products,but also mainly determines the stability and continuity of a national or regional economic and social development.China’s farmland is decreasing at an alarming rate, which has been a serious threat to our food security. The overall quality of China’s farmland is generally low, and the production level is not high. The degradation of farmland is seriously,and farmland protection situation is grim.In October2003,The sixteenth Third Plenary Session had proposed promote the cause of reform and development in accordance with the general requirements of the urban and rural development, co-ordinate regional development. July19,2007, the Chengdu municipal party committee first proposed the new concept of "global Chengdu",but the urban and rural development is bound to bring economic development and social construction of scale, the demand for various categories of land will be a substantial increase in urban and rural areas Testing and farmland protection prominent contradictions.In early2008, Chengdu Pioneered the new mechanism of economic compensation for farmland protection,called the policy of farmland protection fund. This policy has run only three years in Chengdu, Implementation of the time only three years more than the pilot of this policy in Chengdu, related research is relatively small, so it has highly research value.According to the research ideas, the structure of the paper is divided into five chapters.The first chapter introduce the background significance of this study, the research purposes, the research contents and framework. The second chapter is he literature review,including the protection of farmland, the model of public policy evaluation. The third and fourth Chapters are the main parts of this paper,including the descriptive and empirical analysis of the investigations.The last chapter proposes recommendations and conclusions. The research methods of this paper are the combination of literature analysis and empirical research, the combination of quantitative and qualitative research methods combining Fund Chengdu farming policy farmer satisfaction for the purpose of comparison and reference the relevant theories and methods based on the integrated use of a variety of research methods. By constructing satisfaction model, measure and describe the farming Fund policy implementation satisfaction of the farmers in the region, and ultimately make a comprehensive evaluation. This paper has combines a variety of research methods on the basis of comparison and reference the relevant theoretical approaches.By constructing satisfaction model, this paper has measured and described satisfaction of the farmers in the region, and ultimately has made a comprehensive evaluation.The study concluded that the farmers satisfaction is3.4456, equivalent to percentage restrictions for68.9%.It is in the middle level, which indicates that the majority of farmers were generally satisfied with the farmland protection fund policy.Farmers age, family economic level, the sources of household income have significant impact s on farmers satisfaction. The farmers satisfaction is proportional to farmers age and inversely proportional to the family economic level.
