On Study Of Agricultural Information Construction In Shaanxi Province

At present, information technology has become the most crucial technical factors in promoting economic development and social progress. Agricultural information is the essential feature of agricultural modernization and the inevitable trend of agricultural development in information age. Using the modern information technology transform traditional agriculture and integrate information technology and traditional agriculture, which is the basic requirement of building a comprehensive well-off society, and the basic content of China's agricultural modernization. To Strengthen the study of agricultural information construction and to find out a suitable agricultural information development model have strong theoretical and practical significance for promoting agriculture and the rural economy with rapid, healthy and coordinated development, and for achieving agricultural modernization.Shaanxi is a major agricultural province, for a long time economic development in rural areas has lagged behind the national average, the scale of agricultural production and industrial management level are not high and rural economic development and farmers income are relatively low. All these restricted the economic and social full-scale development, and hindered the achievement of modernization process and the improvement of overall strength in Shaanxi Province. Therefore, accelerating the agricultural information construction is not only an urgent requirement for the development of modern agriculture, but also an important way in accelerating agricultural and rural economic development in Shaanxi.This paper studies the Agricultural Information Constrution in Shaanxi Province. It focus on analyzing the status and the existing problems and proposing a framework of Shaanxi Agricultural Information Construction with a comprehensive analysis of domestic and international agricultural information and current agricultural information service system in reference of a considerable amount of research .This article includes five chapters, the main elements of each chapters are as follows:Chapter one: Introduction. This chapter explains the background, the purpose and significance and reviews the related domestic and foreign literatures. Finally it elaborated approach, methods and possible innovation. Chapter two: Theoretical research of agricultural information. It defines clearly the information and the agricultural information and studies the component of agricultural information and its construction contents on the basis of references related to agriculture research, which is a good preparation for the subsequent chapters.Chapter three: The current situation and the main problems of Agricultural Information construction in Shaanxi. Firstly, this chapter analysis the status quo of Agricultural Information Construction in Shaanxi Province, that is, information infrastructure has begun to take shape in rural ; agricultural information network system has continued to improve the rural information service model innovation; rural information services and economic effectiveness of the social benefits significantly. Secondly, it puts forward the major problems of agricultural information construction in Shaanxi with the analysis of Agricultural Information Construction status quo so as to provide the basis framework for Shaanxi's agricultural information construction.Chapter four: Framework of Agricultural Information construction in Shaanxi. In this chapter, it firstly poses the guiding ideology, objectives and principles to build the framework of the Shaanxi Provincial Agricultural Information Constrution, and in accordance with them to explore its contents. It mainly includes: the Constrution and perfection of Agricultural information network system at all levels; the development and utilization of agricultural information resources; the "village home" project on agriculture information in rural areas,; the application of agricultural information system construction of agricultural information and the development of qualified personnel, and other five aspects.Chapter five: for promoting the development of agricultural information in Shaanxi. This chapter focuses on stratgies and suggestions from the following eight aspects: to play the governments'leading role; to accelerate the construction of rural information service system; to develop and use of agricultural information resources vigorously; to enhance the standards of agricultural information resources and technology platform; to pay attention to agricultural development and information technology application; to carry out agricultural information service system innovation Actively; to strengthen the agricultural information development with qualified personnel and to augment information-based education and training , so as to reinforce the capacity of using the information for farmers.
