| As a new discipline, the project management is a systematic management process which involved project approving, decision-making, organization, implementation and evaluation. It has been applied widely in different fields. It’s a new subject that how to apply methods and measures of project management to the agricultural comprehensive development project management effectively. Agricultural comprehensive development project management can lower the cost, improve the quality by means of effective project management. With the deepening of China’s reform and market operation system of continuous improvement, it’s a great of urgency that accelerating agricultural development project management scientific, professional, standardized in China.This paper, starting from the basic theory of project management, describes the significance of the application of project management theory in modern agriculture comprehensive development process, details the concept, characteristics and management cycle of agricultural comprehensive development project management. Through a historical review of agricultural comprehensive development project in Shaanxi Province, studied the patterns and characteristics of agricultural comprehensive development in Shaanxi Province and its benefit analysis, and describes systematically the whole process of agricultural comprehensive development by using project management concept, based on the example of Baoji Jintai district agricultural development project. According to the problems during development, bring up four points recommendations of having early hands-on, doing preparative jobs scientific and reasonably; suiting measures to local conditions, planning scientific, making design combing with regional practice; strengthening the management and maintenance after built, ensuring project long-term benefits; enhancing management, standardized operation, to makes agricultural development project can make long-term economic benefits. |
